We recognize foreign education and (or) foreign qualifications (FEQ) for the purpose of organizing admission to the University, as well as providing individuals possessing such FEQ an access to implement professional activities in the University. The right to self-recognition is defined in Part 11 of Article 107 of the Federal Law of the Russian Federation of December 29, 2012, No. 273-FZ "On Education in the Russian Federation". The University on its own establishes the procedure for the recognition of FEQ.
The procedure for the recognition of FEQ for the purpose of organizing admission to the University, as well as providing individuals possessing such FEQ an access to implement professional activities in the University, is carried out by an expert committee of the University staff. The expert committee is approved by the Rector’s decree. Dean's office of the International School of Medicine of the University carries out the organization of expert committee’s work.
The procedure for the recognition of FEQ for the purpose of organizing admission to the University, as well as providing individuals possessing such FEQ an access to implement professional activities in the University, is done on reimbursable basis. The cost of the procedure for the recognition of FEQ is approved annually by the Rector’s decree.
The cost of services for the recognition of education and (or) qualifications obtained in a foreign country, in 2019 is 6,000 rubles.
The applicant (or his/her representative under a notarized power of attorney issued in accordance with the requirements of the legislation of the Russian Federation) shall submit an application for recognition of a foreign education and (or) foreign qualification.

After the initial assessment and verification of the completeness of the submitted documents, the applicant enters into an agreement with the university on the examination and recognition of the certificate of education. The copy of the payment order must be submitted by e-mail: interdep@rsmu.ru
The examination of documents by the expert committee is carried out within up to 30 working days. The time for preparation of the conclusion based on the results of the examination can be increased until a reasoned response is received, in case of the request for confirmation of the fact of the applicant's training, the legitimacy of issuing the document on the level of foreign education and (or) qualifications, and other justified requests.
The applicant or his/her official representative will be notified about the preparedness of the expert opinion, the date and time of its issue through the method chosen in the application.
The applicant or his / her official representative must personally receive an expert opinion on the recognition of a document of foreign education during the period specified in the notice of readiness.
